国外政府公共服务的做法、经验教训与启示

政府公共服务问题是一个历史性和世界性的重要课题 ,也是发挥政府作用、履行政府职能的核心问题。许多国家非常重视这个问题 ,并且采取了一系列的措施 ,从法律上、制度上、政策上、财力投入上予以保证 ,不断提高公共服务的水平和公共产品的质量。借鉴国外政府的做法和经验 ,汲取教训和规避风险 ,对于强化我国政府公共服务职能和建设服务型政府具有积极的意义。     

构建中国的就业保障体系

本文提出,依据失业保障自身特点、保障目的、制度演变规律、现实状况和未来挑战等多因素,中国失业保障体系未来发展的目标是建立就业保障体系.从如何保障就业的角度出发,设想未来的就业保障体系由就业预备、就业预告和就业保险三部分组成.就业保障体系的建立需要科学的规划和系统的过程,具体可分为突出就业导向、完善就业制度和整体协调运转三个阶段.     

Policy and power: A conceptual framework between the ‘old’ and ‘new’ policy idioms

During the last few decades, both policy practices and policy idioms have drastically changed. Concepts such as interactive planning, network management, stakeholder dialogue, deliberative democracy, policy discourses, governance, etc. have replaced older ones such as public administration, policy programmes, interest groups, institutions, power, and the like. Although we recognise the relevance and importance of this shift in vocabulary, we also regret related ‘losses’. We particularly regret that the concept of power has – in our view – become an ‘endangered species’ in the field of public policy analysis. We therefore will develop a framework to analyse power – being a multi-layered concept – in policy practices in this article. We will do so on the basis of the so-called policy arrangement approach, which combines elements of the old and new policy vocabularies. In addition, we draw upon different power theories in developing our argument and model. As a result, we hope to combine the best of two worlds, of the ‘old’ and the ‘new’ idioms in policy studies, and to achieve our two aims: to bring back in the concept of power in current policy analysis and to expand the policy arrangement approach from a power perspective.     

Black Cities/White Cities: Evaluating the Police

It is well known that African Americans and whites hold different views of the police, but nearly all of the previous research has been conducted in majority white settings. This research examines the relationship between race and evaluations of the police in majority black versus majority white contexts. Social dominance theory and the research on racial threat predict that when the racial majority changes, the relationship between race and attitudes toward police will change. We find that, in majority black contexts, the traditional relationship between being black and having negative evaluations of the police disappears, and it disappears because whites' evaluations of the police become more negative. Black evaluations of the police are relatively consistent across racial contexts. Also, white racial attitudes affect police evaluations in majority black contexts, but not in white contexts, while African American racial attitudes are inconsequential in both contexts. Furthermore, if a white citizen is victimized by crime in a black city, it has greater ramifications for evaluations of the police than if the victimization had occurred in a white city. All of this suggests that whites' views of the police may be more racialized than the views of African Americans.

该文对于1995年至2005年的中国妇女参政进行回顾评估,从四个方面展开:第一,将十年妇女参政置于解放后的历史背景下,描述加强制定性别保障政策的意义和实践。第二,发现女性民主参与对我国公共政策推进的价值。第三,与国际社会妇女参政进行比较,与我国民主党派进行比较,分析这十年妇女参政停滞不前的状况和原因。第四,分析参政女性在权力结构中的边缘地位,认为导致女性政治参与更多表现出的是非权力的外围参与,对公共政策的影响效果有限。
